Many times a new server or workstation might be installed with FAT instead of NTFS, with the desire to convert shortly after install.

Make sure you convert to NTFS before enabling the recovery console features in Windows 2000, or it will not work properly. If you do settings for recovery console before the convert, the tool will not work.
